These two full-time positions are located in Washington DC. They report to the Executive Director for the Washington Office who reports to the Vice President for Policy and Analysis. If appropriate, these positions may carry the additional title “Government Relations Officer”.

The EDUCAUSE Washington Office represents the information-technology interests of EDUCAUSE members in Federal and other policy arenas, both legislative and regulatory. At the same time, it works with campus IT leaders and policy staff to guide and assist development, implementation, and management of campus IT policy. The Washington Office also oversees several collaborative and professional programs related to campus IT, including the Higher Education Information Security Council (HEISC) and other cybersecurity initiatives, the Institute for Computer Policy and Law (ICPL, a joint effort with Cornell), the Advanced Core Technologies Initiative (ACTI), and the Network Policy Council (NPC, a joint effort with Internet2). The Washington Office also participates in other EDUCAUSE activities, such as management of the .edu domain. It works closely with other associations in Washington that work on behalf of higher education, research, libraries, and other academic domains.

Policy Specialists have two principal responsibilities:

	• advocacy on behalf of higher-education IT in relevant legislative and regulatory contexts, especially Federal, and
	• collaboration with campus staff to promote and facilitate effective, consistent campus IT policies.
Policy Specialists work with others in Washington and elsewhere to ensure that EDUCAUSE activities and programs appropriately reflect evolving policy wisdom.

All Washington Office professional staff, including the Policy Specialists, must

	• recognize current policy issues, emerging trends, and opportunities of special interest to the EDUCAUSE membership,
	• understand and be capable of analyzing and articulating how higher education uses IT,
	• interact with a variety of constituencies with tact and discretion,
	• build cross-functional relationships and earn respect and credibility through actions,
	• demonstrate attention to detail and organizational skill,
	• make good decisions under conditions of uncertainty,
	• be personally comfortable  with information technologies commonly used in higher education,
	• write, edit, and make presentations easily and well,
	• communicate effectively with technical, professional, journalistic, and executive audiences,
	• work well within collaborative relationships, forging partnerships and building consensus within a diverse community of policy and practice, and
	• understand and respect individual and team schedules and deadlines,
	• take responsibility for their own specific assignments while assisting with other  Washington Office efforts
In addition, Policy Specialists must

	• establish excellent credibility with legislative and regulatory staff in government and with policy staff and leaders in the higher-education IT community,
	• have an appropriate combination of policy experience, academic training and degrees (preferably at least a Master’s degree in a relevant discipline),
	• have worked professionally and successfully in the higher-education and/or government-relations communities,
	• have experience framing policy issues and advocating policy positions on campus and/or in government, and
	• understand and appreciate of the diversity among different kinds of colleges and universities.
Successful candidates will have demonstrated these skills in at least five years of employment or equivalent experience.
