Description:
IRC staff members in 24 regional IRC offices across the country work  
with refugees to help them gain self-sufficiency by providing food,  
shelter, and clothing support, case management, English language  
classes, job training and placement services, financial literacy and  
community participation activities. The resettlement department at  
the IRC headquarters in New York supports these local offices and  
oversees national programs that address refugee concerns in a broader  
context.

SCOPE OF WORK:
The Technology Officer is responsible for managing and implementing  
departmental technology activities in support of resettlement  
programs nationwide. This includes the management of the RRS refugee  
database, acting as primary liaison between ICT and Resettlement for  
the department?s Intranet content, providing technical support for  
department databases, and advising on technology solutions for  
department training. In addition, the Technology Officer will assist  
resettlement colleagues by providing general support to the overall  
work of the department.
Based at HQ in New York, the Technology Officer reports to the  
National Resettlement Director and works closely with colleagues in  
the resettlement department, the regional resettlement offices, and  
the HQ ICT department.

ESSENTIAL JOB FUNCTIONS:
Manage non-technical aspects of RRS project, including acting as  
primary point of contact for the IT software development team, user  
training, application support, application administration, software  
usage guidelines and policies, data analysis and custom reporting,  
business domain knowledge, and business requirements analysis.
Represent Resettlement in technical meetings with PRM/WRAPS, IOM, and  
other partners.
Manage the Resettlement department?s section of the intranet.
Support online giving and donor management functions by serving as  
primary technology liason for GetActive and eTapestry.
Research technology solutions for program initiatives including  
immigration and OPE databases and coordinate implementation with the  
IT department. Coordinate software updates, maintenance and  
administration.
Research strategies for using technology in department training,  
coordinate implementation with the IT department and Learning  
Officer, and administer training software as necessary.
Provide backup support to headquarters staff as needed;
Other tasks as assigned.


Additional Qualifications:

REQUIREMENTS:
BS + Master?s Degree in information systems management or a related  
field OR BA and min 5 years related experience;
Experience in relational database design;
Familiarity with SQL querying for reporting and decision support;
Knowledge of reporting tools, i.e. Crystal, Cognos, SQL Server Report  
Service;
Understanding of software development life cycle;
The ability to communicate effectively with colleagues and partners  
in a cross-cultural, multi-disciplinary environment, and the ability  
to present to a varied public;
Excellent interpersonal skills: the ability to work effectively with  
partners and colleagues in a multi-cultural environment;
Solid organizational skills with the ability to juggle multiple  
tasks, set priorities, effectively manage time, and meet deadlines;
The ability to be flexible and work well under pressure in a fast- 
paced team environment;
