Bill & Melinda Gates Foundation: Program Officer, Education


Summary: The Program Officer (PO) will manage a portion of the  
regional portfolio of grants and will be responsible for executing on  
strategies for the grantees, monitoring programs and serve as a key  
partner in building and maintaining strong partnerships within the  
region.


Responsibilities:
- Assist targeted cities and states in implementing strategies to  
improve secondary student outcomes. Coordinate school improvement and  
model school replication efforts that may be part of systemic  
improvement efforts with city and state partners.
- Identify effective secondary school models and promising concepts  
to be replicated and assist in the execution of operational  
strategies centered on high school improvement through conversions  
that are based upon successful design principles and best practices  
and supported by funding, and effective policy environments.
- Coordinate conversion and replication efforts that may be part of  
systemic improvement effort centered on creating a portfolio of high  
quality school options with city and state partners.
- Build public and private funding alliances to support initiatives.
- Identify potential city, state and NGO partners and assist in the  
development of grants for new and redesigned schools. Review letters  
of inquiry and grant proposals; provide recommendations for funding.  
Draft and edit proposal summaries for submission to co-Chairs and  
benefactors.
- Partner with and manage performance of grantees to achieve desired  
impact of grants, for example by conducting site visits, convening  
meetings of key stakeholders, and by developing and managing  
monitoring and evaluation components for grants.
- Write and produce informative briefings and other materials on key  
issues for Education team members, foundation leadership. Write  
articles for and present to the broader education reform community.
- Collaborate with team members to manage internal grant processes,  
portfolio progress, and grant budget planning and reporting.
- Scope of work will require 40-50% travel, and residency in or  
relocation to the Seattle, Washington area.







Qualifications:
- A minimum of 4 years experience as a program officer, consultant  
and/or educator, with experience negotiating and managing complex  
projects, multiple partners and collaborative relationships. An  
advanced degree in a related field; experience in both the private  
and public sectors and a deep understanding of education issues is  
preferred.
- Experience in youth development, professional development, higher  
education, consulting, and/or research and evaluation. Experience  
with grant review and evaluation, and program design and  
implementation is preferred.
- Experience working with key executives in any sector to develop and  
implement successful strategies and operating plans.
- Excellent written and oral communication skills, in positions  
requiring diplomacy in communicating with a broad and diverse audience.
- Demonstrated success in roles requiring strategic, creative  
thinking as well as attention to detail and the ability to manage  
multiple priorities in a highly dynamic environment.
